This tax has to be paid out of the IRA.Then, to rub salt into the wound, you still have to pay tax on your IRA distributions when you do get around to taking them.

I'm not sure how it works in NY but when we had our rentals in MO our attorney advised us to provide the tenants with a bag of salt and let them handle it.
