James, I deal mostly on the commercial and education side but from what I know 903.3.1.1.1 is the only place where they list exceptions and two forms of egress us not one of them. 903.3.1.2 calls out the requirement for nfpa 13r sprinkler systems for group R. if the rezoning is not allowing a grandfather from the original building code that didn't originally require sprinklers, then you are at the JHA's mercy on this one.
