I'd say Scottsdale for example will see more of an increase than Mesa.You do typically see higher rents for pools as well, but like Mike mentioned that also comes with the added expense of maintaining the pool.

@Mike Reynolds what if you did the wall with 2x2's to save a couple inches and then did  a galvanized pipe rail mounted on top of the wall at whatever height the handrail needs to be (36"?)
