We have some properties we own and prefer to not rent but are very interested in holding the mortgage long term.  

The property is rented by DCFS ( department of child and family services) a government tenant and are occupying the building for last 30 years and have no plans of relocating.

Depending on the jurisdiction, some will allow, and some will not allow, development in the flood fringe as long as you can demonstrate that the development does not raise the BFE (no rise) or possibly some other criteria, again jurisdiction specific.

I was thinking your floors should be last so they dont get damaged while all the work is getting done.

What are your daily carrying costs and how long will it take to evict them if they dig in their heels and make you go through the whole process at the end of which you're damn sure not getting a broom swept house anyway?

Preferably, someone with plenty of experience that has been in the business for a long time.
