I suggest consulting with a local geological engineering firm to evaluate the options available for that specific site.The choice of foundation vs. crawl space depends primarily on two things as I see it, what is the market there and what is the structural fix for the soils.

It's their choice, but if they can't clearly define the criteria they will use when you bring them a deal, or that you can use on your own to determine your specific costs in advance, how can you do business with them?

I have also seen these percentages applied to highly desirable areas (NW, NC, Far North, & Historic Areas) as well to higher priced flip properties with larger potential net profit.
