1) ask the seller straight up about it.2) verify with whatever county agency handles foreclosure filings, ask Them how to verify, check status, etc.If foreclosure has been filed, and he has equity, there should be some motivation.

Before they called the board of health they managed to fill the bowl to the point where a single additional turd would have overflowed it and then used the tub for at least a few days after that.The BOH said I had to put them up in a hotel as the house was unfit for habitation.

Unless you can get an EPA or engineer approved clean bill of health along with an agreement for remedies or buy back from seller plus reimbursement for any legal costs you incur, I wouldn't take this property for free.
