When we advertise it, we always make notes about how it's still under construction, but include final beds/baths, etc, photos, and rent amount. 

By proceeding, does not mean you have to sign the final close papers on May 9 if you find major issues with foundation before then. 

I just got done with a unit turn, where I opted to replace the carpet with laminate flooring, but the choice came then to which flooring to use, the cheap stuff at $0.75/sq/ft, or the waterproof and durable stuff at $2.50/sq. ft.

We finally found him an off market deal through our friend network, thankfully, hard to avoid overpaying when your competition is coming in multiple six figures over asking, cash, no contingencies, no appraisal, no inspection even (also becoming common here).

obviously the tenants want to get a dog and not pay a fee or extra rent...I doubt they are expecting you to reduce the rent. your choice should be based on the unit itself. got carpet, a fenced yard, close neighbors that might complain etc.

And finally, any contractors and foundation people you know around Tacoma, WA would be greatly appreciated.

It was finally settled just this past October (2018) and a check was cut payable to both the owner of the building and the primary mortgagee, the bank.
