You get points for finding a great property in a great location but after that I'm afraid your chances may be slim to none and slim is already walking out the door.If the property is as great as you say it is, liquidate everything you have and flip this property there's a large return in it for you.

I wouldn't want a tenant not reporting a unusually noisy furnace or leaky toilet because they were afraid it was going to cost them 50 bucks.If you're that worried about frivolous requests you need to better manage your tenant's expectations - either yourself or through a property manager if you're uncomfortable with it.
