These increases are normal and expected as time goes on as with any new construction projects, especially in today's dynamic environment.  

Unfortunately, I imagine most areas servicing section 8 tenants in New Orleans are currently a similar environment.

I strongly advocate moving properties to be smoke free environments, it solves additional problems for me in California where tenants might be eager to smoke things other than tobacco. 

@Jason Medina    It is only a matter of time before prices recede to match the current interest environment.

My preference is a refi, especially in this low rate environment, and from most investors that sounds like the case too.

In addition, to me, there is some level of moral responsibility to create a peaceful living environment for the other tenant since they are still next door.

The party issue here is I think a bigger risk because of the shorter leases and the summer beach environment.
