Ill be sure to sign up for the first time homebuyers course, the tax credit is definitely a great incentive. and yes 100k in DC is an extremely hard find so PG County and other parts of Maryland is probably my best shot.

As your no doubt aware our market is quite tight and competitive... so what works easily in other parts of the country were they have more inventory than people to buy them.. won't work in our uber tight market.the market will correct a lot of ills... but if your buy and hold you should be fine... flipping that's another matter. 

Ill be back in Toledo in May and have been looking at real-estate options there.

Ill definitely read into the financial freedom course and cannot wait to get this moving.

Playing the devils advocate here...If there is a chance she has dimentia or some sort of mental illness I would be very cautious when approaching this deal.
