Talk to several local investors who see what's going on in the city everyday (for balanced opinions since they're not trying to sell you anything), contractors and property management companies get their feedback on renovation costs, repairs, rental rates for properties you're looking at, etc. 

My company would work with this if there was a condo property on the land but even that would be on a case-by-case basis.
