one way to be sure of the extent of the problem is to bring in an engineer, they will give the best analysis of the situation and provide the scope of work to repair, then you can get an actual cost - neither the home inspector or the Contractor know the true work involved. you will spend a little money on the Engineer, but it's better than purchasing and finding out that neither one was right and it will cost you more than they figured.

But my brother who I plan on putting in one of the units is disabled veteran in wheelchair so the program he is in will cover the rehab (30k) to convert his unit into wheelchair accessible ,bathroom ,kitchen ,wide doors etc.. 487- list price 100k rehab/ converting 20k closing cost hard money interest -12% plus 2 points I have to put up 10%as well House was appraised as is 570kBased on that info you think it is a good deal?
