Be careful about crazy upgrades you'll never use but definitely look into valuable updates like online payments or online application and screening.I've only tried TenantCloud and thought it was very easy to set up and use.

A deleaded unit is more valuable to a tenant then a non-deleaded unit, even if they don't have kids under 6, they still like to know they are safe from lead paint issues.

There are some  pitfalls to be aware of. 1. there is enough cash from the refi to add to the purchase to justify this complex structure2. the timing needs to be pin point, meaning the closing of the purchase is the same day as the closing of the refi.Something to add to the tool box if this move adds value to the transaction.
