Generally speaking people are encouraged to pay rent because they like a place to live. 

And that residential department will often not speak to the commercial department.

Speak with an attorney and tax professional on how to structure this legally. 

I will only speak for our market but, figure most would apply elsewhere too. 

I can't speak for Philadelphia but I'm going to say it's never going to look good for you to turn off the utilities on a non-vacant building.
