As others mentioned, a cash out refinance could be costlier but it could be a great way to reduce your risk by having fixed payments (if the goal is to hold long term rentals).

You really need to figure out what your goals are whether that be cash flow or at least reducing living expenses, or more appreciateation based, there are so many strategies out there but I think that over complicates things buy a house that you can afford and are comfortable with the payments on.
