Tenant can sign in front of seller which should make the seller feel ok as to keeping their word and the tenant feel ok because the deal with the landlord is in writing, just include clauses in the tenant lease designed to have it cost him if he is a game player.

Just returned from Chase Bank - they do charge a non refundable $620 application fee, and refund it only at close of loan, he specifically said I lose it if they don't approve the loan.
