Hello everyone, The property itself is in San Antonio  TX in a lower income neighborhood.

@Del Kirksey I live in Bridgeport, one of my favorite neighborhoods in Chicago. 

As for cash reserves, that can vary based on the age of the property, condition, location, etc...but I've always hear $10,000 per property (scales down per unit if you buy multiple) is a decent starting assumption.Flipping is active income (not bad for building wealth in the short term), buy/hold is more passive, and cash flow is great (playing the long game)...military installations often come with a decent amount of buy/hold opportunities due to the housing allowance service members receive.lower end is okay...if the neighborhood is.

Local neighborhood and good deal given the relative lack of flooding.

An appraiser would tend to appraise using many factors, with the neighborhood being only one of them.

Values in most of the Cleveland area are still below their previous peak values (circa 2006), and one might argue that even those were not crazy values to begin with (except in a few of the rough inner city neighborhoods, and some parts of East Cleveland).

The quality contractors generally get the work in the higher end neighborhoods 

There are a lot of tire kickers across the board, so that's part of the game, but they might just not know how the neighborhood works.

The building is in a great neighborhood and appraised well for the HELOC with a dump of a unit on the first floor.
