Credit, background check, interview and do as much screening as possible within the law / reason.

Ask about the local laws for leashes, waste, and vet clinics in the area.

I don't know TX law but I believe the domestic abuse law is federal.

There are ways around this but if it is your first property and you don't have a lot of outside assets the hassle may not be worth it.As far as leases go - laws vary by state.
