You can investigate this, but I would urge you to try to read between the lines when you listen to what flippers are willing to tell you about how their business actually runs and makes money, and how owning rental properties works hand-in-hand with flipping.

Review your video if you start to see a lot of drug activity call the narcotic section ask if they want the video or make copies give it to the CAPS office tell them you would love to allow them to use any vacant apartment to conduct drug surveillance so they can build a long term investigation.

A better approach would be to investigate changing over to a heating system that will have the tenants paying as opposed to the owner.
