Yes, personal responsibility has a role but a society that is designed to keep people on the edge and a government that fails to provide the very basics of safety, health, education and transport in many neighborhoods is a larger factor.

I am on my second house hack just north of Boston and it was the best decision I've ever made.

One of the reasons why traffic is so terrible in Boston is the high rents in the greater Boston area.

Also, if they dont have a driver's license and your not close to very accessible, relaible transportation ... how will they get to work to make money to pay rent? 

Boston, DC, San Francisco, Los Angeles, San Diego, and areas of Chicago are all densely populated and high cost areas, where many residents have white collar jobs that were relatively portable during the pandemic.

Also, travelers who avoided urban destinations in 2020 & 2021 have built up cravings to visit those destination cities, like Boston, again. 

I'm not sure what the expectation is for students at this particular college as far as how much they want to walk/drive/take public transportation, but my guess is it varies for each student, and it's great that there is a bus line nearby.

Also there land development department will give us Developers packages all free these are bound reports with all the UTL info topo info schools transportation google maps etc etc.. those take usually about 3 days..
