Then, if a unit was re-done more recently, the owner might have switched to a breaker panel in the unit.It's possible for somebody to do something in a unit that would pop these fuses, but not pop the circuit breaker in the unit.Circuit breakers will allow a lot more current than they're rated for to flow for a short time - a 15 amp breaker might allow 30+ amps to flow for a second or two without tripping.
