I would assume a bandit sign is going to work much better in a town with cheaper houses as opposed to more expensive markets like Los Angeles (I see them all over the place in L.A. stapled/tied to telephone poles); someone with a house in my PA market is going to be more likely to call a bandit sign to sell a wreck of a house while pretty much every property owner in Los Angeles is intelligent enough to know their house - no matter the size or condition - is a gold mine and they're not going to call some random number on a sign to sell it.

It appears that California Law protects the vitality of the tree in that the neighbor has to ensure that cutting the roots does not damage the tree.
