i.e. manhattan, downtown Chicago, etc.You could realistically do a fantastic remodel on a unit for less than $4k, bring in a high quality renter @ $1200+.

I'd recommend talking to a construction company that specializes in remodels and getting estimates on having the work done compared to building new, and discussing those options with a Realtor to see what kind of sales you might see.

In an area such as Laguna Beach, CA where it takes 1-2 years to get through planning for new homes, and probably close to that for remodels, buyers don't want a house they need to have work done to in order to get their house, and unless they have the money to pay well over $1,000,000 for a lot and let it sit for a few years until plans get approved, it puts higher demand on already built houses, many of which were built in the 30's and 40's.
