I always make them sign a statement explaining that their deposit is non-refundable unless they actually move into the apartment, but honestly, if I get another tenant to rent it, I usually refund it unless there were other expenses occurred by me because of their change of mind.I'm a little shocked by most people here thinking it's some kind of fraud rather than the tenant just having buyers remorse.
