He ignored this email completely.So, I was going through my junk email, days later since I hadn't heard from him, and found another email from him stating that he received the court paperwork and that I "filed the eviction" the same day he sent me his CDC declaration.

Agents can be helpful with this sort of thing, and you may be able to find one to push the paperwork as a transaction broker/ dual agent if that’s legal in your state for a reduced fee which could save you some trouble and would probably be both less trouble and less expensive than doing everything yourself and hiring an attorney to look over everything.

Yes as others have mentioned there is a moratorium but only if the tenants file certain paperwork and meet qualifications.
