They do require that a permit be acquired (super easy) and hotel tax get paid (a little more complex but there are ways to make it easy), but otherwise there are no regulations to speak of.

Is it to find and support your deal inputs (i.e. market data, lending terms, operating expense budget, etc.)?

Also if you have a business for just buying/selling land only and spend money/milage traveling to properties BUT don't make any revenue from the business the first year can you write off those expenses?
