One option I would throw out there that no one has mentioned yet would be investing in a syndication.

Longhorn Investments offers 100% purchase and rehab financing (total loan amount up to 75% ARV) and has been doing so on this model for years.

I would assume the tenant will have to be evicted(worst case) and factor that into my initial offer.
