Finally if this is a continuous issue I would consider this the tenants failure to maintain the property or violation of the lease agreement, if it is justified, and serve them notice to vacate.

I know I hate to move so moving just to get earlier occupancy seems like a lot of hassle to justify higher rent in 60 days versus 90 days. 

A 4.6% interest rate is hard to let go of but if you can't raise the rent and a major repair wipes out your cash flow for a year or two then it's hard to justify not selling it and moving on. 

come on.Permits in theory were based on a great idea, make sure work was being done properly and safely but as you eluded to with your "carpet pulling permit" most towns have turned them into nothing more than a cash grab....I do a great job on my rehabs making sure everything is up to par and in as close to perfect shape as I can afford to do, problem with that is, most of the home and fha inspectors feel the need to justify their fees or trip and then nit pick the crap out of me, I had thought about leaving one big hole in the entry way wall so they can say, "hey theres a hole, fix that" and leave the bs stuff alone.

If they can't justify with documentation the reasons, provide erratic partial information, or show an unwillingness to help then those are giant red flags.    

We acquired these properties well before the recent rate hikes and so it would be difficult to justify it from a NPV perspective.
