If you genuinely believe a downturn is coming don't touch them unless you're paying cash and you're 100% certain you won't need to sell for at least ten years.  

I would like to find someone to act as a mentor that can help me learn the business and get a solid understating of the transactional side of wholesaling.Watching this city change throughout my life has been incredible and inspiring and I hope to take part in it.

I like your response Dion, but you actually haven't answered the question yet.Even if remotely, the seller is genuine, what is the best way to check that the deed, the dues, the original name of the property owner?

If they are genuine people and understand you have business to offer them, they will be willing to give you some of their time and energy to get their foot in the door.
