Wholesaling is sort of the opposite of a real estate agent in some regards, though not necessarily in a negative way, and it does NOT require a real estate license -- it's just finding the right deals in neighborhoods with potential (NOT war zones) and filing and recording the correct forms and legal documents to execute the real estate transactions.

If they are renting a flat, we use on-line document signing to execute the lease and any ancillary agreements  (there are several available: HelloSign, Signatory, DocuSign are a few).

The good news is that you do not need to bring funds to court if you are winning bidder as a 10-30 day escrow is typically agreed.

I have some capital but require no documentation loans to place under my business.

Ch. 13 is only possible for debtors with enough documentable income to support a payment plan.  

Looks like I read incorrectly, which is great news because I want to pursue this exact strategy.

It seems like you have done that (roof) which is good news, sometimes it not as easy to determine.

A good site to use if you want to do your own is redfin.com When you run a search, filter the criteria and on the right side of the page it will list all the properties that match that, at the bottom of that list is an option to "download all" and you can export the file to a excel document and run a comp analysis
