The other unit is vacant and was recently updated with new carpet, cabinets and laminate kitchen countertops.  

No rent for three months plus fees, cockroaches, and ruined carpet, beat up walls, etc.Today, her sister called me to tell me she had passed.

We’ve done some minor cosmetic improvements like changing carpets to laminate.

It is recently remodeled house including a new deck, tiling, carpet, and a mud-room addition.

If yes then I think all I need is to replace carpets with laminated flooring, repaint the whole unit, replace all appliances, repaint the kitchen cabinets. 

I still need to get a straight answer from the court house if it will be reassessed upon sale , or in 2020 because it is on a 3 year cycle and they just reassessed in 2017.6) I have already given my insurance agent the info on the building, and am still waiting for a quote so I know what I would be in for. 7) The units are not in bad shape (or at least the three that he originally showed me) I would like to see all of them before making final decision, but it appeared that all they needed was new carpet, paint, kitchen/bath update.

The home was purchased four years ago as a foreclosure and we made many capital improvements such as brand new kitchen, new laminate and carpet throughout, new water heater, tore down some walls, and the list goes a little longer. 

Apartment turns, new carpet, new paint, replace an appliance here and there, new roof, windows, driveway, etc.

We were told the home would be painted, stucco would be repaired, carpets cleaned, flooring in the downstairs put in, and any other issues would be discussed and repaired.

There are other quirks such as carpet, paint colors, or the person showing the property.
