I believe that areas to avoid are Druid Heights, Greenmount and North Avenue.To that end, I am nearing the completion of a RE sale in California and am searching for replacement properties in Baltimore that would meet the 2%-3% rule and comply with a 1031 exchange. 

The last time I checked, the net immigrant was still positive for CA.

You can network with someone on here who lives close to you.You can score houses in rural parts of CA for 30k if you learn how to find them. 

I have not measured the stairway but I had a quick look at CA code and or says the width should be 30 inch.

It is probably fair to say that at first it cost me $10k a year to own a property in California prior to raising rent.
