Any ideas on what to look for that you may have encountered and why not to do out of state?

Just from working with them, I can tell you that quite a few multifamily sellers that we have encountered expect an offer without a showing.

To be honest, I've never encountered the scenario.

I don't think you will encounter any particular legal issues.

The longer she is there, the more empowered she will feel and harder it will be to gain control.Please know that you're not the first person - nor will you be the last - to encounter this type of situation. 

This property checks off a lot of what I'm looking for but ran into something I hadn't encountered.  

If this is something you regularly encounter with new tenants, I would recommend getting a checklist lined up for lease signing walkthrough so you can make sure all your points are covered before the keys are even handed over.
