Your builder would come in, strip the roof & decking off that side, reset the rafters with bracket ties (like they use for hurricanes) and collar ties across the top, then reset the decking and re-roof.

It would have taken a while to cut all of those 600+ tires by hand with a razor blade to each sidewall,  it I know a lot of tire shops that do it that way everyday.
