Would you be doing all the work yourself like electrical, plumbing, sheetrock, flooring, windows, roof, landscaping, foundation (they do have earth quakes in some parts)?

While you are having the issues checked out by a structural engineer ask them to check that you have the earth quake seismic in place.

Recently we made an offer on a great looking 2007-build foreclosure in our area, with a trashed (though amazingly, still supportive [enough]) foundation, owing to the earthquake down here in VA a couple years ago.
