I wasn't sure if the loan product matters.

I would find all of the places in my area that posted apartment listings and literally put my listing there and pay for any advertising product that was available to push my listing to the front. 

When they hear Wholesaler they think in the wholesalers who supply retail stores with Products.

I agree get the permit but …@Bruce Woodruff & @Jonathan Greene likely are unaware the state legislation keeps passing laws to protect safe, unpermitted units.
