I recently bought a duplex that Im house hacking, living in one of the units. its a fixer upper and both units need considerable work. 

I would recommend getting a decent fixer upper in the same D/C  area, but one that just needs more cosmetics like paint, fixtures, etc.      

I'll guess that the reason it can't sustain 5 new units is that $950 might be the upper end or peak of the rental range. 

Could be less if fixer upper or less quality neighborhood or more if a nice renovated 4 unit or nicer area.

The mason bought the 2 lower steps - they poured the upper pad in front of the door. 

We took out a HELOC this summer for a fixer upper that we paid cash for.
