@Joe Chirdon  City of Harrisburg, I would look for 15K Unit in decent shape with only handy man type repairs etc.  

In better areas, I have found that the neighbors will usually keep a reasonable eye on the place because they have a vested interest in the neighborhood being in good shape.

The foundation was in good shape, which is the most important thing and we found the solid oak floors I was hoping for.

But the market goes up and down for actual reasons.. the top investors in the world make money because they see the trends and act on them.

So through any governments action or inaction, they may be effectively for or against any price trend.

Especially if you have an "interesting" shaped room - it helps to suggest one layout.  

So many factors can affect a parcel's value including topography, soil quality, zoning, history, utility access, road access, shape, etc.
