It's a mixed use community - supposed to have apartments, townhome, SFH, restaurants, shops, schools, etc.

If they don't pay shut the water off, or you may be able to say that the money they send to you goes to water payment first then to rent so when they don't pay the water they are actually not paying rent in full and so you can evict on that basis. 

Hell, I bought a 38,000 sq ft motel in Cleveland to shut it down and redevelop it to something that makes sense in this market. 

The property is in a Dallas neighborhood that is experiencing large growth and gentrification and within walking distance of popular restaurants and entertainment.

Not including a restaurant storefront on the property.

My guess is that you'll find there's a gotcha on the vacation rental approach if there's a sublet restriction in place and the HOA can shut this down with just a threat letter leaving you with nothing to show.An HOA is a powerful entity with few restrictions.
