Water System: Apply air pressure to see if the system holds pressure with all the valves closed.

I would rather replace a $100 washing machine because the tenants decided to do stupid things (believe me, I have good stories lol) than replace a $500 piece of tech.My advice would be to see if there are any appliance repair guys near you.

Houses in San Antonio topically do not have basements, so you will likely see any bowing walls (due to hydrostatic soil pressure against walls).

Letter also to the HOA regarding the incident (s) history, asking the HOA to draw up better guidelines for assistance and how to keep the peace, she'll have to explain to the others on board what her plans are for this.. pressure where you can..

If this fee gets more expensive over time the pressure is still on. 

If not, send a letter or call the state ins. commission to see if they will put some pressure on the E and O insurance and investigate.  

My guys have just used pressure washing on most of the exteriors that they have done.

As for the smoker use the same cleaning solution on the carpets wash the walls down with tsp you may have to replace the curtains but that smell is easier to get out than what you've been dealing with.
