I haven't found anything in a C neighborhood under 100 let alone a B neighborhood that hasn't been multi offer over asking in Dallas proper.Most C neighborhoods are sitting around 125-175, and very few non war zone houses are going under 200K in Dallas.Is it possible to find a needle in a haystack?

This is a long shot (because you don't say what Y money was used for ) but if the Y note is for money you spent protecting X deed of trust then as a non lawyer I'd say yes, you can put it on the payoff demand.

@Eddie SorrellIf those market rent #'s are correct, I would clearly explain this to them, and then recommend that you offer to do some minor upgrades to the units for those existing tenants.Put up a fresh coat of paint on the walls, pay for carpet cleaning (if there are carpets), do minimal upgrades to the lighting fixtures, and maybe even throwing in some USB outlets -all relatively inexpensive upgrades to your units that will help force appreciate the rent, even if they decide not to stay.
