Businesses stay afloat because they do things using systems and if you change and make exceptions then you lose your business and also possibly open yourself for a discrimination lawsuit because you enforced it on some but not all tenants.Find a system and live by it.

[OR] Will you need to retain local California counsel and local Wyoming counsel in case of lawsuit, will your formation guy act as a paid consultant in that case--how much will that cost.Having all of this written protection without the cash in hand to pay for legal protection in a court case is not complete protection.You might also want to look into the yearly cost to have tax returns filed for the LLC's if they are multi-member LLC's.Good Luck!

Also, you'll want to vet the contractor every which way you can think of...Google reviews, BBB reviews, GlassDoor, Facebook could be a big help here, also look up any lawsuits they've been a part of in their county.
