You should charge your tenants the late fee but to prevent this in the future, you should hold a seminar on how to manage money and invite your tenants.

If I was your tenant I would also expect to be released out of the lease and unwilling to blackout the windows creating a cave like atmosphere or turn off my electronics however them refusing the portable ac's is odd.

Then I tell them the qualifications again at the showing and invite them to apply if the qualify.
