The company my wife works for has seen their health care costs rise dramatically in the last few years.  

However, given the time and how regular earth moves by time (remember millions of years ago, asia is part of africa), this could change, the building could settle, tectonic plates could move, water levels could rise.

As your tenant is taking care of expenses and your credit is on the rise, you'd eventually be able to get that bank financing and do even more.
