I don't know what MD's lead laws look like, but here in MA, you can't rent a unit to a family with a child under 7 without a lead certificate on file for that property.

The EPA certification is ~$300 if memory serves and they provide pretty clear guidelines that aren't that hard to follow IMO.

The attorney representing the bank mailed a certificate of purchase to court .

The property appraiser's website shows a Certificate of Title issued.

Are there any valid certifications in this area of lending (for HM)?

If the guy is acting like a property manager, and representing the he was hired to work for the property owner as a paid agent, he might need to have a state license, or at least some type of certification, to do that. 

I was the impression that service dogs were specially trained by highly qualified individuals and are more functional than "pets" - and I would have thought that any kind of animal of which the ownership of was protected by the ADA would have to get some sort of formal training or certification.   

They purchased and flipped all 11 houses in 2014 and have then currently rented with rental certificates.
