I don't know what MD's lead laws look like, but here in MA, you can't rent a unit to a family with a child under 7 without a lead certificate on file for that property.

The EPA certification is ~$300 if memory serves and they provide pretty clear guidelines that aren't that hard to follow IMO.

If the guy is acting like a property manager, and representing the he was hired to work for the property owner as a paid agent, he might need to have a state license, or at least some type of certification, to do that.

I was the impression that service dogs were specially trained by highly qualified individuals and are more functional than "pets" - and I would have thought that any kind of animal of which the ownership of was protected by the ADA would have to get some sort of formal training or certification.
