Even with a license you still need licensed subs for some trades - mechanical, electrical and plumbing, commonly.Getting a GC license is typically just a matter of taking a test and paying the fees.

I've also found the forums on citydata.com to be helpful and combined with street view can give a good indication of what a neighborhood is like but for me the acid test is would my mom feel safe walking around?

Finally went up the chain with the broker, and come to find out there was a delay in turning water on because it couldn't pass pressure test and they were waiting on repairs.
