Even with a license you still need licensed subs for some trades - mechanical, electrical and plumbing, commonly.Getting a GC license is typically just a matter of taking a test and paying the fees.

Hi @Christina R. it looks to me like this seller is testing the water to see just what kind of offer you'll make for the property.

Finally went up the chain with the broker, and come to find out there was a delay in turning water on because it couldn't pass pressure test and they were waiting on repairs.
