@Tim Ivory, Sorry more bad news.  1031 is only an option for properties you have purchased with the intent of holding for productive use. 

I feel like the tenant quality is lower and the pool of buyers is more limited. 

Who is doing the work & the anticipated quality of finishes is needed to give a rough estimate.

When it comes to furniture you should get quality looking product but that doesn't mean you have to spend a ton of money on it.

If the repairs are of a quality to bring in sufficient rental income..
