If the landlord is paying for utilities on a month-to-month tenant, and he wants to change the terms of the tenancy and have the tenant start paying for utilities, I see nothing in this new law (and certainly any other law) that says that can’t be done with proper notice (30 days in California if there’s no lease and they’re month-to-month).

Maybe finding agents by giving 100% commission or low commission rates and or starting solo and hiring a transaction coordinator to help put with the paperwork together.

@Paul Moorer @James Wise Yeah... so wholesaling without a license is not illegal if done properly... and there are many state to state intricacies that can effect how you have to conduct your business, there's no Federal law on brokering Realestate LOL.
