It's not perfect, but good for getting a rough sketch of it.http://floorplanner.com/ is a purpose built tool that's actually pretty good for residential, I'm not sure how it would handle an entire retail plaza.Beyond that, I'd recommend taking a look at either SketchUp, or a vector drawing program, like Inkscape.
