Pete,That location is most likely in a lower income/higher crime area (read the crime section of the Tacoma News Tribune, seems like most of the stories originate from that area), which is likely why the 4-plex is priced much lower than the comps i've seen elsewhere in Tacoma.  

One issue I am worried is that the existing tanent is late in rental payment during last few months and PM had to be served eviction notice and slap fines a couple of times to make him pay.

If it’s sagging then you’re probably going to have to jack it up and pour something new if it’s still solid and you can look at repairing existing foundation.
